the Committee takes final action is entitled to have it.

As I understand it, the committees uniformly have been

attempting to provide this hearing, but the substantive

4

committees are now reaching the stage whore they are

5

preparing or will soon be preparing and filing witn the

6

Committee of the Whole tiieir very important reports on the

7

various substantive articles of the oposcd new

8

Constitution. If they have the obligation to continue

9

to go back and give hearings as each proposal comes in,

10

this very important work will be seriously interferred

11

with.

Nevertheless we did discuss in the committee

13

the possibility of a cut-off date for all delegate proposal

14

somewhat along the line of the practice that prevails in

15

the General Assembly. It was the feeling of the Committee

16

that at this point in time it should not be done.

17

In the first place, through the distribution

18

of delegate proposals a delegate can be sure that the

19

entire Convention, that all delegates know about his idea,

20

that it has been brought to their attention, We think at

21

this point in time it would be unfair to deny the
