The next item on the calendar is the considera-

tion of the Committee on Rules, Credentials and Convention

Budget. This report, as you understand, includes a favorable

4

report on Resolution No. 9 and consideration of the

5

unfavorable report on Resolution No. 11.

DELEGATE SCANLAN: Mr, President, Governor

Driscoll, fellow delegates, I have the honor to present

10

the 9th Report of the Committee on Rules, Credentials

11

and Convention Budget, As indicated, the report deals

12

with two resolutions, originally three, but Resolution 8

13

has been withdrawn by its sponsor and nc has indicated

14

to the committee that he is in agreement with the

15

committee's favorable recommendation with respect to

16

Resolution No. 9.

The other half of the report recommends an

18

unfavorable report with respect to Resolution No. 11.

The problem arises from the fact that under
