Tomorrow the Committee on Local Government

will meet jointly with the Legislative Branch Committee.

That meeting will be held riot at our office or theirs, but

in the Assembly Room of State Office Building. The witnesses

from whom we will jointly hear at that time are Dr. Frank

Grad of Columbia University, Dr. Carl Everstine, Bennett

9

Grain, the County Solicitor for Anne Arundel County, Mr.

10

William Marbury, Special Counsel for Baltimore City.

The subject matter of that hearing, which will

12

also continue after the Convention session that afternoon,

13

is the shared powers, expressed powers concepts, limita-

14

tions on legislative power, particularly with regard to

15

local legislation, relationships of the General Assembly

16

to counties and cities and other similar matters.
