I understand, of course, that any member of

the Convention may offer a motion which, if approved by

3

a majority of this Convention, can force any committee

4

to discharge a particular proposal. But is an item dead

5

if the majority of the committee votes it down?

THE PRESIDENT: I am not certain that I under-

7

stand your inquiry but, as I understand it, I believe it

8

is covered by Rule 30. Are you familiar with that rule,

9

DELEGATE WHITE: Yes.

THE PRESIDENT: If I understand your inquiry,

12

you are asking whether if a committee majority determines

13

not to report a particular proposal, is there any means

14

by which the sponsor of the proposal or anyone else can

15

have it brought to the floor? The answer is yes.

16

The proceeding is under Rule 30. The sponsor

17

or any other delegate after one day's session notice could

18

move that the committee report with or without recommenda-

19

tion, and if he was supported in that motion by a majority

20

of all the delegates, 72, then the proposal would be

21

reported to the floor with or without committee recommendation
