MR. QUILLEN: Motion No, 3, by Delegate White,

A motion to amend Rule 28 to provide for

4

minority amendment of committee reports.

THE PRESIDENT: This pertains to the subject

6

matter about which you asked the question. Do you want

7

to put your inquiry now?

DELEGATE WHITE: Yes, Mr. President. It is the same

9

area concerned. I would like to have clarification officially

10

on, I will give this example. The Committee makes a

11

majority report to the committee as a whole. There is

12

a minority report made up of 20 per cent of the Committee.

13

I understand that. But in the event a proposal is voted

14

down by a majority of a Committee which is considering the

15

proposal, then there is a minority of 20 per cent, would

16

this minority have opportunity to express its views to

17

the Convention or would the action of the majority of that

18

committee leave the proposal in committee? Would a proposa.

19

which is turned down by a majority of the committee

20

properly come before this Convention? This is the question

21

I wanted answered, if possible.
