MR. QUILLEN: The Committee Report No. RNC8 by

the Committee on Rules, Credentials and Convention Budget,

4

Alfred Scanlan, Chairman, Report on Resolution Mo. 3.

The Committee on Rules, Credentials and

6

Convention Budget has considered Resolution No. 3 introduced

7

by Delegate Malkus on September 20, 1967. The Resolution

8

concerns both budgetary and finance affairs of the

9

Convention, as well as matters relating to public informa-

10

tion. The Committee is of the opinion, and Delegate Malkus

11

agrees, that under Rule 47 of the Rules of the Convention

12

the questions raised by Resolution No. 3 are divisible.

13

Accordingly, the Committee requests that portion of

14

Resolution 3 which pertains to public information be

15

returned to the presiding office of the Convention with

16

the recommendation that it be referred to the Committee

17

on Public Information. The Committee also wishes to

18

advise that Delegate Malkus has informed the Committee that

19

he regards those parts of Resolution No. 3 which pertain

20

to budgetary matters to be superseded by Resolution No. 13

21

which he introduced on October 5, 1967, and which the
