MR. QUILLEN: Delegate Proposal No. 329, by

Delegate Finch. A proposal that the Constitution provide

6

that the State, or political subdivisions thereof, may

7

make outright grants, or loan monies by contract or

8

agreement, to State or local authorities (acting in their

9

official capacity only) for, but not limited to, housing,

10

urban and community renewal projects, and social and

11

recreational purposes.

THE PRESIDENT: Delegate Proposal No. 329 is

13

referred to the Committee on State Finance and Taxation.

14

Are there any motions and resolutions? If

15

not, I have a few announcements to make. The cloth

16

bound copies of the final report of the Constitutional

17

Convention Commission are being distributed today, each

18

copy is imprinted with the name of the delegate. Please

19

be sure that you have the copy bearing your name. If you

20

have someone else's copy, please exchange it with him.
