Delegate Proposal No. 297. The Clerk will read
the proposal.
MR. QUILLEN: Delegate Proposal No. 297, by
Delegate L. Taylor, A proposal to include in the Bill of
Rights of the Constitution a specific equal protection
and due process right of access to public facilities that
would read as follows.
THE PRESIDENT: Delegate Proposal No. 297 is
referred to the Committee on Personal Rights and The Pre-
amble.
Delegate Proposal No. 298. The Clerk will read
the proposal.
MR. QUILLEN: Delegate Proposal No. 298, by
Delegate Storm, A proposal that the Declaration of Rights
contain the following provision dealing with the levying
and collecting of taxes and matters generally relating
thereto, to read as follows.
THE PRESIDENT: Delegate Proposal No. 298 is
referred to the Committee on State Finance and Taxation.
Delegate Proposal No. 299. The Clerk will
