be exempt from taxation in the same manner and to the same
extent as agencies of State and local governments as to
their income derived from furnishing public services and
as to their property, both real and personal, used and use-
ful in supplying such services to the public, provided
that as to all other property and income, such public
service companies and co-operatives shall be taxed in the
same manner and to the same extent as other privately
owned business ventures are taxed by State and local govern-
ments,
