MR. QUILLEN: Delegate Proposal No. 289, by
Delegates Bard and Mitchell, A proposal that the Declara-
tion of Rignts of the Constitution contain a provision
concerning due process of law, to read as follows.
THE PRESIDENT: Delegate Proposal No. 289 is
referred to the Committee on Personal Rights and The Pre-
amble.
Delegate Proposal No. 290. The Clerk will read
the proposal.
MR. QUILLEN: Delegate Proposal No. 290, by
Delegates Schneider, Boileau, Hickman, Kahl, Murpny, Rush
and Siewierski, A proposal that there be specifically
delegated to the Counties the power to establish the
offices of Sheriff and County Clerk, to prescribe the
functions of such offices, and the manner in wnich they are
to be filled.
