For what puroose does Delegate Bamberger rise?
DELEGATE . BAMBERGER: Mr. Chairnan, while the
pages are distributing that amendment, may I read an
amendment which will be offered later by Delegate Adkins,
Anderson and Bamberger?
It provides that on an appropriate day and on
a oroper line of the article the judiciary insert the
following words, or mandatory words, in substantial and
literal compliance with the intent thereof.
"There shall be a court of a fifth tier of the
unified judicial system of Maryland, which shall be known
as the Court of Constitutional Construction. All of the
members of the Bar in Maryland who served as delegates o
the Constitutional Convention of 1967 shall serve as judges
of the Court. The Chief Stenographer of the Constitutional
Convention shall be the Chief Judge of the Court.
i The Court shall have exclusive and original
jurisdiction to decide all justicial questions of the
i construction and meaning, if any, of the Constitution of
168, if any.
The Court shall also exercise all power and
