mean, if we adopt the amendment, because we will begin
the sentence with an exception, and we will end the
sentence with an exception, and I won't know whether we
have created an exception to the exception and whore we I stand when we get to the middle of the sentence,
THE CHAIRMAN: I think the Chair can state it.
If I correctly understood the chairman of the
committee, the first exception, that is, thr one at the
beginning of the sentence, applies to everything that
