in line 38 applies only to the two immediately orecedinq
phrases, or does it now appiv all the way back to the
beginning of the sentence, and include the phrase begin-
ning on line 31 and continuing 32, "no vote on final passace",
in other words, may a vote on final passage he taken
without the written bill and amendments being before
the House, if three-fifths of the members permit? I took it from what you said earlier that you
did not intend that result, but it may be that gramatically
that would be the construction of the sentence.
DELEGATE GALLAGHER: Mr. Chairman, we did not
intend to do away with that particular requirement.
THE CHAIRMAN: Could we leave that to the
Committee on Style but have it stated quite clearly,
Delegate Penniman, that this sentence, as reconstructed,
is not intended to mean that by three-fifths vote of the
Holise a vote on final passage of the bill could bo
taken before the bill and all amendments thereto were |
