MR. QUILLEN: Delegate Proposal No. 273, by

Delegate Finch, A proposal that the Constitution contain

5

a provision that the State's forest reserves shall be kept

6

"Forever Wild", and further provide for a "Conservation

7

bill of rights" preserving the|iatural resources, wild life

8

and wasting assets of the State.

THE PRESIDENT: Delegate Proposal No. 273 is

referred to the Committee on Personal Rights and The Pre-

11

amble.

firms of certified public accountants of the finances of

mentalities thereof; anu further provide that determination

21

of such certified public accountant firms shall be made by
