I say five o'clock rather than 4:30, because
I am informed that the worst time to be on the road in
the Annapolis area any day is about 4:30 p.m., so that
wouldn't help matters.
We will keep you advised of conditions.
I also want to advise you that we have inquired
at the hotels and the Maryland Inn is completely booked,
but there are ample facilities available at the Hilton,
I am informed.
The Chair recognizes Delegate Powers.
DELEGATE POWERS; Mr. President, first I would
like to move to amend debate Schedule Number 7, which will
involve the legislative branch committee Recommendation
LB-2 coming before the Committee of the Whole next after
we conclude the Executive Article.
Under Section 3.17 you would add, consideration
of Minority Report LB-2 (A), requiring a Constitutional
majority for passage of bills. The debate schedule will
provide that Delegate Gilchrist will control ten minutes
of debate for the minority, delegate Gallagher, ten minutes
for the majority, and uncontrolled time of ten minutes,
