that one of the purposes is to make sure that every depart-
ment is headed by a single executive , so once you make the
principal departments headed by a single executive, then yoli
do not need the worry of the board and we were doing our best
to keep the problem with the educational set up exactly the
same way it is. There was no intent there for the Governor--
and I uon't think you would find it possible for the
Governor to change the situation as it has been in the past,
