difference, though.
It says that it may be outside of the principal

departments, whereas in 4.21 of the Majority Report it
specifically says that they cannot be appointed by the
Governor.

right and I believe this is why Delegate Maurer was worried
and she felt the same way I did, but she didn't want her
name on the Report and sue was worried about that same thing. I do not have that information, but I think it is worthwhile
to bring it up. I am sure Delegate Maurer will bring it up.

Also, in Section 20, there is a difference between
that and the terms of office under 4.22 under the Committee
Report where it says under the Committee Report that these
