Minorit/ Report EB-I(E). By Delegates Boileau, Boyce,
Fornos, Harris, Robey and Sickles.
On pages 6, 7 and 8 strike out all of Section 4. .8
Organization of the Executive Branch, Section Initial
Organization and Section 4.20 Heads of Principal Departments
of the Executive branch and insert in lieu thereof the
following:
"Section 4.18 Structure of the Executive Branch.
All offices, agencies and instrumentalities of
the executive branch of state government shall be allocated
by law among and within not more than twenty principal
departments, except that the governing boards of institutions
of higher education or of the public school system, and
regulatory, quasi-judicial and temporary agencies need not
be allocated within a principal department. The number of
principal departments may be increased to a number greater
than twenty by a three-fifths vote of all members of each
house of the General Assembly. The head of each principal
department shall be a single executive."
