The Chair now recognizes Delegate Boyce to
present the Minority Report EB-IE.

DELEGATE bOYCE: Mr. President, as we discussed,
it seems essential that we get in the hand of the Delegates
three amendments. They are Numbered E, F and G, and they
have to be, unfortunately, complicated by the fact that they
almost do go together, so I think that we ought to be
thinking in terms of all three, if we are going to act on
any of the three, because otherwise it would disturb
considerably the Executive Branch Report.
THE CHAIRMAN: Very well. Let's have the Pages
distribute Amendments E, F and G. The Amendment marked E,
you will please number 13; the Amendment marked F, you wil,
please number 14; the Amendment marked G, you will please
number 15. So that they may be on the journal, will the
Reading Clerk please read each of the amendments.
