DELEGATE JOHNSON: Just for my own satisfaction,
Delegate Morgan, are you absolutely certain that it is the
feeling of all the inembers of your committee that the duties
and powers set forth were not meant to be specifically
given to the Board of Public Works in the Constitution,
and that they will in addition to that, have such other
duties as the general assembly may provide?
THE CHAIRMAN: Delegate Morgan.
' DELEGATE MORGAN: Well, I don't know what went
through the mind of the other members of the committee, but I know what I intended when I wrote the amendment, and I
intended that the general assembly in the first place not
be limited as to what it could grant the Board of Public
Works and the enumeration of these powers in the amendmeilt
was not intended to mean that the general assembly had to
grant any of them to the Board of Public Works.
