present Constitution sets forth some functions, some duties,
some powers pertaining to the Board of Public Works, and
although I certainly agree that these particular provisions
are not appropriate for the new Constitution, bu.t because
of that and because I originally read the meaning of the
amendment that is before us before it was amended by you
to provide that the various duties set forth shall be
given to the Board of Public Works, but not necessarily
limited to those particular functions or duties, would you
please tll me why we shouldn't set forth some duties, some
powers in the Constitution, if not for my other reason but
as a guideline.
THE CHAIRMAN: Delegate Morgan.
DELEGATE MORGAN: As I understand the situation
now there is only one power in the Constitution that is of
any significance, that the Board of Public Works has as of
the present time, and that is borrowing to meet temporary
deficiencies in the operations of the State, and that is a
limited power. I forget the limit on it, but something liki
a million dollars. All of the other functions of the
Board of Public Works are purely statutory. |
