DELEGATE MORGAN; Mr. Chairman, I think after
the vote this morning on Committee Recommendation No.
in Subcommittee Report No. EB-I it would be fantastic if
the attorney general were not voted as an elected official,
so I suggest that it wouldn't be premature to make this
change.

DELEGATE SOLLINS: Mr. Chairman do you concur
with what t-he Chairman of the Committee has suggested,
that we do not vote on the issue of whether or not the
attorney general should be appointed or elected, and per-
haps what his duties and powers and responsibilities might
be before we determine that he has a term of office?
THE CHAIRMAN; I didn't understand that the Chair-
man of the Committee differred with that conclusion. I
understood him to say that it was fantastic to believe that
this Committee would not provide for the election of an
attorney general. The Committee could, of course, decide
