The question arises on the adoption of Amend-
ment -- Delegate Sollins.
DELEGATE SOLLINS: Mr. Chairman, a point of
inquiry to the Chairman of the Committee, please.
THE CHAIRMAN: Delegate Morgan. State your
inquiry.
DELEGATE SOLLINS: As I understand it, we have
not as yet resolved the question of whether the attorney
general shall be elected or appointed and yet nevertheless
this is inh'erently assumed in this amendment. I wonder
if it is not premature.
THE CHAIRMAN: Why is it? The Chair didn't
follow your inquiry, why does the section assume that the
attorney general is elected or appointed?
DELEGATE BOYCE: It has been elected, sir.
THE CHAIRMAN; I understand. I follow. Delegate
Morgan. The question. Delegate Morgan, is whether it is
proper to offer this amendment at the present time inasmuch
as it refers in Line 24 to election and the Chair has not
yet decided whether the attorney general shall be appointed.
