THE CHAIRMAN: I assume you will, sir.
Delegate Malkus, the Chair wants to advise
you that the amendment, consideration of the amendment,
cannot be postponed by a motion to postpone nor can it be
postponed by the device of a motion to rise. You can make
to
a motion to rise, request the Convention/ postpone con-
sideration which is Committee Recommendation fc'B-I or to
make it a special order at some future time. You cannot
do that with respect to merely an amendment.
Do you desire to make a motion to rise?
DELEGATE MALKUS: I so move.
THE CHAIRMAN: The motion is not debatable.
Is there a second.
(Whereupon, the motion was seconded.)
THE CHAIRMAN: The question arises on the motion
that the committee rise.
A vote Aye is a vote in favor of the committee
rising. A vote No is a vote against.
