which is not accurate? We are vesting the power of the
budget in the Governor and the elected representatives of
the people, meeting in the General Assembly; so it is not
fair to say that the power is vested in one person.

Sir, do you know the control of the Governor
of Maryland over the salaries of every department head, of
the present President of the University of Maryland, of
every college president, of every college teacher, anyone
who works for the State who does not come under the present
standard salary board; is that correct?
DELEGATE ADKINS: I think if I understand your
multi-headed question, it is not correct. The salary at
the University of Maryland is established by the Board of
Regents at the University of Maryland; the salary of many
of the other heads of departments is established by the
legislature, and it is in no sense established by the |
