MR. QUILLEN: Proposal No. 193, by Delegate
Finch. A proposal that the Constitution contain a
general provision that any person indicted by the State
and later found innocent have all of his defense expenses
reimbursed by the State, including reasonable and
just compensation for monies lost during such incarceration
THE PRESIDENT: Delegate Proposal No. 193
is referred to the Committee on Personal Rights and the
Preamble.
That concludes the production and reading of
the proposals. The next item on the calendar is motions
and resolutions. There are, I believe, two resolutions
and I understand they have both been distributed. You
should have on your desk Resolution No. 5, by Delegate
Malkus, a two-page resolution No. 6, by Delegate Sickles,
a one-page resolution.
