MR. QUILLEN: Delegate Proposal No. 178, by
Delegate Finch. A proposal that the Constitution
contain a general provision providing that the State can
be sued in a manner similar to suits filed against the
Federal Government in the United States Court of
Claims, and encompassing matters generally relating
thereto.
THE PRESIDENT: Delegate Proposal No. 178
is referred to the Committee on Personal Rights and the
Preamble.
Delegate Proposal No. 179. The Clerk will
read the proposal.
MR. QUILLEN: Delegate Proposal No. 179, by
Delegate Finch. A proposal that the Constitution contain
a provision whereby the innocent victims of a crime
shall be compensated by the State for their losses
incurred by reason of such crime.
