Rights contain a provision concerning the rights of
an accused that would read as follows:

MR. QUILLEN: Delegate Proposal No. 177,
by Delegate Sickles. A proposal that Section 2.06,
General Elections, of the Constitution contain a provision
that unless otherwise provided by law, a general election
shall be held on the Tuesday following the first Monday
in November.
