THE PRESIDENT: Delegate Schneider, the Chair
is unclear. Are you moving the amendment in both places;
that is, in Line 4 and also in Line 8, or only in Line 4?
DELEGATE SCHNEIDER: No, sir, only in Line 4,
the two amendments to strike "ors" and put "ands", better
expresses the meaning of the Committee as Mr. Scanlan had
expressed it.
THE CHAIRMAN: Only in Line 4?
