Rights and Preamble will meet Monday at 2 o'clock. The

original program has been changed, and Delegate Chabot

will talk or appear before the Committee to talk on his

comprehensive plan for a Bill of Rights, which is Proposal

No. 18. If anybody else would like to come, they are

welcome.
