court judge resident in each county. If I understand 6.10,
it is very possible that there will not be a district
court Judge in each county. A» I right so far in my

cision is up to the legislature, not this committee or
the Constitutional Convention.
DELEGATE MALKUS: Is it not true, Mr. Chairman
that -- that is all we are talking about now, the Constitu-
tion -- my statement is correct?
DELEGATE MUDD: Yes, sir.
DELEGATE MALKUS: Why is it more important to h
a circuit court judge, as we know him, in every county,
and not a peoples court or a trial magistrate in every
county, when I will say 80 or 90 percent of the people
that ever see the enforcement of law go before the lower
