DELEGATE SCANLAN: I have a question with re-
spect to section 5.11, dealing with the Commission.
The committee apparently has followed the recounendation
of the Constitutional Convention in this area and deliberat
restricted powers of the Comnissioners to those set forth
in the section; is that not correct, Mr. Chairman?
DELEGATE MUDD; Yes, sir.
DELEGATE SCANLAN: Was any thought given to
providing sone flexibility by permitting additional powers
that could be prescribed by rule in the future? There
nay coe a day when Comnissioners, for exanple, will be
thought competent enough to determine whether sufficient
evidence exists to hold a man or to pass upon sufficiency
of search warrants. Under this language that power
could not be vested unless by amendment to the ConstitutiWk
is that correct?
DELEGATE MUDD: Correct.
THE CHAIRMAN: Delegate Rybczynski.
DELEGATE RYBCZYNSKI: Mr. Chairman, isn't it
true that on your committee you have a businessman from
the Dundalk District of Baltimore County named William
