move that the regulation be printed as an appendix

with the rules when those rules are either finally

printed or finally mimeographed, whatever the form of the

distribution of the rules may be, that that regulation

5

would be set forth as an appendix there.

DELEGATE SCANLAN: Mr. President, before I

9

formally move adoption of the resolution, I would just

10

like to move two amendments, one completely stylistic,

11

and that is wherever the word resolution occurs in our

12

proposed regulations and in our report, that should

13

read "regulation." The reason for that is, the rule

14

that we adopted in July, Rule 69 of the rules, states

15

that the Convention may by resolution issue rules or

16

regulations with respect to the registration and

17

appearance of lobbyists. In effect our purpose is to

18

make this a regulation regarding lobbyists and therefore

19

I move you, sir, that wherever the word resolution

20

appears in our proposed regulation, and in our report,

21

that it be read as "regulation."
