DELEGATE BAMBERGER: I would only add, to

2

read, in connection with the definition of l(a), which

3

defines agent as person engaged or hired to lobby and

4

says, including persons engaged or hired for an additional

5

purpose .

DELEGATE SCANLAN: So the answer to your

7

question, Delegate Gleason, yes, such a person would

8

be covered.

DELEGATE GLEASON: The other question I had,

10

if I may pursue the matter, is whether the committee

11

considered in the case of an agent who fails to comply

12

with the rule whereby the persons called before the

13

Committee or requested to testify, whether the committee

14

considered also the requesting of the employer of such

15

person to come before the committee to so testify.

16

DELEGATE SCANLAN: One, the Convention has

17

no power, I think it is a point discussed back in

18

July to subpoena anybody or to require anyone to

19

testify. We could invite the employer to come, and if

20

he came to express his own views, he would certainly

21

be immune from registration because he was not appearing
