propose that the adoption of this rule will be retroactive,

that is to say, will have any effect or impose duties

4

upon those who have already testified before the

5

various committees, or have in any way fallen under

6

the purview of this statute once it is adopted?

DELEGATE SCANLAN: I am sorry to say, Delegate

8

Gallagher, the answer to that is no, and I suppose if

9

the Committee had been any more delinquent about getting

10

this proposed regulation to you for your approval, that

11

not only would it be toothless, but it would be faithless.

DELEGATE KOSS: I would like to address this

to Mr. Scanlan.

It is my understanding that he specifically

16

referred to the individual who would testify once and

17

then not appear before the Convention or the Committee

18

again and that person would have to file only one

19

report. As I read Section 5, it doesn't seem to say

20

that. It seems to me to say that every month that he would

21

have to file a report.
