in the statutes. I don't believe that there has been

a square determination under the Maryland Lobbying

Act, whether a lawyer sitting back in his office and

advising a client with respect to proposed legislation
|

coming up before the General Assembly could be covered
|

|
by that statute or not. In any event, we want to make
|
7
|
it perfectly clear insofar as this proposed regulation
|
8
|
is concerned, a lawyer, other person, giving people
|
9
|
advice for compensation with respect to matters pending
|
10
|
before this Convention who did not appear or contact a
|
11
|
delegate or take the other action under which registration
|
12
|
is required, if he didn't do that, but merely advised,
|
13
|
drafted, suggested, and he took none of the other
|
14
|
actions covered in the earlier sections of Section 1,
|
15
|
especially l(a) of the proposed regulation, then that
|
16
|
person would not be a person required to register.
