to abide by the regulation. This would be done after

2

notice and opportunity for hearing before the Rules

3

Committee. The Rules Committee would recommend to the

4

Convention. The Convention would decide whether or not

5

such a person should be penalized by being denied the

6

privilege from appearing at further sessions of the

7

Committee or the Convention, either to the end of

8

the Convention or for a limited time.

9

We also, I might add this point, it seems to

10

be relevant here. Delegate Morgan, who did appear before

11

our committee, recommended, suggested that we exempt

12

from the applicability of the regulation those witnesses

13

who were invited by a committee to appear.

14

The Committee considered this at some length.

15

There seems to be a dash of fairness in support of that

16

proposal. On the other hand, it seems to us if we

17

granted this exemption, in view of the promiscuity with

18

which invitations have been extended to putative

19

witnesses, we would be taking, I think one of the

20

members of the committee , perhaps myself, said it is a

21

toothless regulation, let us not extract the gums, but
