Now in Section 2 we deal with the time of

registration, and I won't go over the details of it.

Within ten days after a person has been engaged to
|
4
|
lobby, or to advocate, he should register. There
|
5
|
will be times, however, that a person will have already
|
6
|
contacted a delegate or done some work and without
|
7
|
having registered, in which case he must do so within
|
8
|
three days.
|

In Section 3, we set forth the information
|
10
|
that would be required on the registration form. Hope-
|
11
|
fully these forms would be available not only in the
|
12
|
secretary's office, but in the possession of each committee
|
13
|
chairman so when a witness came to testify before a
|
14
|
committee, if he were within one of the categories
|
15
|
embraced in the regulation, he would fill out the form.
|

|
We have also provided that the information required
|
17
|
under the proposed regulation could be supplied by mail.
|

On the question of failure to comply, as I
|
19
|
indicated in the beginning, we really don t have any
|
20
|
club, any deterent. All we could do is bar a person from
|
21
|
further appearances before the Convention, if he neglected
