DELEGATE WLIDEMEYER: Mr. Chairman, do you have
in this recommendation any clear-cut grant of authority
for referendum to the local subdivision or any clear-
cut provision mandating the legislature to set forth
referendum provision for each local subdivision.
DELEGATE MSER: I understand the last nart of
the question, that is, do we, if I can restate it, do we
sy to the legislature set forth referenda that will
be required to be adopted by the counties; is that correct
DELEGATE i\hlDEMEYER: That is right.
DELEGATE MOSER: The answer to that question
is no. We do not. The reason, I point this out to
you we do not, is that there is no present provision in
the Constitution. All the words in there with respect
to home rule, 11 (a) and 11 (c), where charters are
involved, there is no requirement of that there.
