organization or every delegate who has memorandum put on

our desk concerning a proposal that the proposal indicate

4

who is submitting the memorandum.

THE PRESIDENT: Delegate Weidemeyer, I didn't

understand a word you used. You said some of them

7

indicate, and I lost the word.

DELEGATE WEIDEMEYER: Some of them indicate

9

the sponsor of the memorandum material, and others do

10

not. I think it might be well for all of us to know

11

whether the information on a memorandum is submitted by

12

a delegate or whether it is submitted maybe by some outside

13

organization.

THE PRESIDENT: I think the suggestion is an

15

excellent one. The memoranda submitted by delegates

16

in conjunction with proposals which they submit are

17

designated as memoranda accompanying delegate proposal

18

number so and so. That will be an indication that the

19

delegate or delegates sponsoring the proposal are the

20

authors of the memoranda. I think, however, to avoid

21

any misunderstanding, we will try to have some definite
