THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: At three o'clock this
afternoon, the Committee on Personal Rights and Preamble
will hold a hearing on the questions, what matters are
appropriately includable in the Declaration of Rights and
what matters are properly left to the discretion of the
Legislature, with a special emphasis on specifically should
the issue of abolition of capital punishment be determined
by constitutional acts or by an act of the Legislature.
As previously announced, the speakers today
will be Professors Louis D. Asper, University of Maryland
Law School and Professor Sanford J. Rosen. However,
it is anticipated there will be enough interest in this
that we will use the senate chamber as the hearing room.
It will start at three o'clock promptly following conclusion
of this meeting.
