asking for a change, and then to come before us and say
that they have found it possibly unwise to present and
support the change.
In discussing this issue with the delegate a
few minutes ago, he stated that a storm had arisen because
of this proposal, which is now on the table, and 1 told
him that if the storm had arisen, it somehow escaped me.
I have been here every day in this Convention, and, Mr.
President, I am opposed to a steam roller in this
Convention. I wish to participate in the decision-making
in this room, Mr. President, and, of course, on the question
of my group, I would like to see one of us as a vice
chairman on one of these committees, and at this point,
Mr. President, I am not sure as to whether we are in a
better position to have a Negro vice chairman of this
fine Convention or if he is going to be appointed or
elected, and regardless of whether the motion prevails or
not, or is taken from the table, I think we should think
this thing out and let's start making decisions in caucuses
outside of this organization and bring them here where we
