A roll call vote on the previous question. The question
arises on the motion to suspend the rules so as to
permit Delegate White to speak for two minutes, or not
more than two minutes, in support of his motion to
take off the table the report of the Rules Committee
with respect to Rule No. 5. Signify your votes. Have
all delegates voted? Does any delegate desire to
change his vote? If not, the Clerk will record the vote.
There being 70 votes in the affirmative
and 65 in the negative, the motion is carried. The
chair recognizes Delegate White, but before you speak
may I ask if there is a second to Delegate White's motion
to take off the table the report of the Committee with
respect to Rule 5? Is there a second?
A DELEGATE: I second.
THE PRESIDENT: Delegate Mitchell seconds.

DELEGATE WHITE: Mr. President, I am a delegate
from the Fourth District. I find it a bit confusing to
have the Rules Committee present a rule which theoretically
was well thought out before its presentation to this
