MR. BURRELL: Delegate Proposal No. 67,
by Delegate Wagandt: A proposal that the number of
members of each House of the General Assembly shall be
prescribed by law, but the number of delegates shall
not be less than 80 or more than 110. The number of
Senators shall not exceed one-third of the number of
delegates.
