DELEGATE DELLA: Mr. President, in reference to
the duplicating procedures, this directive, Item 2, the
request form must be filled out and signed by committee
chairmen. Does that mean where the proposal is going?
THE PRESIDENT: The memorandum does not refer to
proposals, Delegate Della. This is a memorandum referring
to requests of delegates or others for the duplication of
papers other than proposals. The duplicating room has
been deluged by requests for duplication of a vast amount
of material.
DELEGATE DELLA: Then I understand that there will
be no restrictions as to proposals?
THE PRESIDENT; Proposals, the requirement Is
