tunity to make a contribution to strength-
ening their State; and

WHEREAS, The delegates to the Con-
stitutional Convention of Maryland wish
the delegates to the Pennsylvania Consti-
tutional Convention the same opportunity
that they have had and the same success
that they are striving for; now, therefore,
be it

RESOLVED, That the Constitutional
Convention of Maryland sends its very best
wishes for success to the delegates to the
Constitutional Convention now beginning
in Pennsylvania; and be it further

RESOLVED, That the President of the
Maryland Constitutional Convention is in-
structed to convey this Convention's best
wishes and a copy of this resolution to the
President of the Pennsylvania Constitu-
tional Convention.

THE PRESIDENT: Delegate Penniman,
the Chair understands that you desire to
move the suspension of rules to permit im-
mediate consideration of this resolution.

DELEGATE PENNIMAN: Mr. Presi-
dent, I should like to move that suspension.

THE PRESIDENT: And is it seconded?
Delegate Powers?

DELEGATE POWERS: I second the mo-
tion.

THE PRESIDENT: It is regularly
moved and seconded that rules be sus-
pended to permit immediate consideration
by the Convention of Resolution No. 23.

Is there any discussion?
(There was no response.)
Are you ready for the question?
(Call for the Question.)

The question arises on suspension of the
rules to consider permitting immediate con-
sideration of Resolution No. 23.

All in favor signify by saying Aye; con-
trary, No. The Ayes have it. It is so
ordered.

Resolution No. 23 moved by Delegate
Penniman and seconded by Delegate Powers
is before you for discussion. The Chair
recognizes Delegate Penniman.

DELEGATE PENNIMAN: Mr. Presi-
dent, I think that there need be no long
discussion on this. This is one where our
Convention ought to give full support to
another Convention concerned with the

same kind of problems with which we are
now concerned.

THE PRESIDENT: Is there any further
discussion?

(There was no response.)
Are you ready for the question?
(Call for the question.)

The question arises on the adoption of
Resolution No. 23.

All in favor, signify by saying Aye; con-
trary, No.

The Ayes have it. It is so ordered.

THE PRESIDENT: The Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move the adoption of Committee Debate
Schedule No. 8, which applies to the matter
in the general orders involving Committee
Recommendation SF-2, 3, 4 and 5.

THE PRESIDENT: Debate Schedule
No. 8 has been distributed? Is it on our
desk?

It is regularly moved and seconded that
Debate Schedule No. 8 be adopted. Is there
any discussion?

(There was no response.)

If not, all in favor signify by saying
Aye; contrary, No.

The Ayes have it. It is so ordered.
The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of resuming consideration of the gen-
eral orders of the day.

THE PRESIDENT: Is there a second?
(Whereupon, the motion was seconded.)

THE PRESIDENT: Is there any discus-
sion ?

(There was no response.)

If not, all in favor signify by saying
Aye; contrary, No. The Ayes have it. It
is so ordered.

(Whereupon, at 7:56 P.M., the Conven-
tion resolved itself into the Committee of
the Whole.)

(The mace was removed by the Sergeant-
