The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move we recess until 7:30 P.M.

THE PRESIDENT: All delegates who
were not present at the time of roll call
may indicate their presence now in supple-
mental roll call.

The Clerk will record the supplemental
roll call.

Have all delegates answered the supple-
mental roll call? The Clerk will record the
supplemental roll call.

It is regularly moved and seconded that
the Convention recess until 7:30 P.M.

All in favor signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.

(Whereupon, at 6:02 P.M. the Conven-
tion was recessed to reconvene at 7:30
P.M. on the same day.)

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.
Roll call.
(Whereupon, the roll was called.)

THE PRESIDENT: Will the delegates
please answer the roll call.

Have all delegates answered the roll call?
The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

Delegate Malkus.

DELEGATE MALKUS: I just wanted
to call the Committee's attention to the
fact that I have addressed Delegate Hal
Clagett twice, and he is not here at roll
call.

THE PRESIDENT: Reports of commit-
tees?

Committee Memorandum S&E-2. The
Clerk will read the memorandum.

READING CLERK: Committee Memo-
randum S&E-2, by the Committee on Suf-
frage and Elections, Helen L. Koss, Chair-
man. The Committee on Suffrage and Elec-
tions has made its recommendations with
the intention of permitting the maximum
exercise of the franchise consistent with
assumptions of informed voting and provi-
sions necessary for maintaining the in-
tegrity of the electoral process.

THE PRESIDENT: Committee Memo-
randum S&E-2 will be received and dis-
tributed.

READING CLERK: Minority Report
S&E-2(A) by Delegates Byrnes, Cardin,
Hutchinson and Pascal of the Committee
on Suffrage and Elections: A minority re-
port to provide for elections at two-year
intervals except for municipal elections.

THE PRESIDENT: Minority Report
S&E-2(A) will be received and distributed.

Minority Report S&E-2(B).

S&E-2(B) by Delegates Rybczynski, Bau-
man, Cardin, Frederick, E. Miller, D. Mur-

by Delegates Penniman and Powers.

A RESOLUTION expressing best wishes
to the members of the Pennsylvania Con-
stitutional Convention.

WHEREAS, Today, December 1, 1967,
is the opening day of the Pennsylvania
Constitutional Convention; and

WHEREAS, The writing of the Consti-
tution is the preparation of the most funda-
mental statement of the rights of men and
is the framing of the basic organization
that the people wish to have to represent
and to serve them; and

WHEREAS, The experiences of the Con-
stitutional Convention of Maryland, meet-
ing in Annapolis for nearly three months,
have shown the delegates the great chal-
lenges faced by those chosen to develop
fundamental law and of the great oppor-
