have "conviction of a serious crime", and that is presumed

that the Legislature will then define what a serious crime

is.

On Section 3 on page 35 of the inner provisions,

there is an old section put out of the Constitution. It

says "No person convicted of a felony or serious crime

shall be entitled to vote".
