Unlike the procedure several days ago, where
the amendments were inadvertantly numbered, they will not
be numbered hereafter. They will not be circulated to the
delegates until they are ready to be offered by the dele-
gate. They will then be circulated but not before.
DELEGATE SCANLAN: I think if that is the practice
to be followed, that would square with the rule a little
better. You have a point, Joe.

THE PRESIDENT: For what purpose does Delegate
Pullen arise?
DELEGATE PULLEN: Section 46-A, I think it is
very important.
THE PRESIDENT: You may proceed.
DELEGATE PULLEN: Mr. Chairman, I think the
recommendation 46-A from a personal experience is probably
the most intelligent thing the Rules Committee has done yet.
THE PRESIDENT: Delegate Pullen, the present
procedure is only for the purpose of asking questions
of the committee chairman.
