committee could report the proposal back to the Conven-
tion and it could be re-referred.
DELEGATE WHEATLEY: Would that be possible?
THE PRESIDENT: Yes. I would further suggest
to you that the next situation, it would be very helpful
if you can alert me in advance, there is less possibility
that I would make a mistake and refer it to the wrong
committee if I have a little time to think about it.
DELEGATE WHEATLEY: We were thinking of the
lines of inquiry, where we feel it would be more aptly
handled by another committee.
THE PRESIDENT: This is entirely possible, and
1 want to emphasize in this connection I think it is clear
that the intent of the rules is not to lay down such
arbitrary lines of division among the work of the various
committees that you can't have this flexibility, and of
course, when I read a proposal, if they come very rapidly,
as they did today, I don't have the opportunity to read then
rapidly, and I might make a mistake and refer them to the
wrong committee. I wish you would not stand on ceremony;
and if this happens, say so right away, or if you don't know
